Departments

Executive Department

TPU's Executive Department primarily encompasses Administrative, Legal, Command Career Counseling, and Training Divisions.  They are responsible for the daily operations of TPU’s Front Office, staff and occasionally transient support.  Administratively, they supervise and direct all administrative matters for the command and ensure accuracy and timeliness of all awards, TAD orders, Command tickler, FITREPS/EVALUATIONS, and Command correspondence.  As a department, they provide services for over 3,800 officer and enlisted transients annually processing in and out of the Navy, as well as over 100 staff members. 

Legal Division

TPU's Legal Department annually processes thousands of military justice matters such as Non-judicial Punishments, Summary and Special Courts-martial, Article 32 Investigations, and Administrative Separations and Boards for fleet and overseas units. The Legal Department tracks all post-trial matters for Navy region Southwest for service members who were sentenced to punitive discharges by sending out monthly tracer messages to parent commands reminding them to complete their Convening Authority Actions. After this action is completed, the members can be placed in the appropriate appellate leave status. Additionally, upon a member returning to military control via apprehension or surrender, the Legal Department prepares a message informing NACIC and the parent command so that the member can either be processed for administrative separation or returned to the parent command for disciplinary action.

Upon check in for Administrative Separation, service members should have the following records and documents in their possession:

•BUPERS orders for separation

•Service, Medical and Dental Records

•Copy of Administrative separation package and/or discharge authority

•Parent command should ensure that separation physicals and TAP class are taken care of

•Close out evaluation to anticipated EAOS

•Any other documents pertinent to case (i.e., service record copies of page 6’s, 7’s and page 13’s along with any civilian court conviction documents)

•Parent command POC information (email and voicemail) 

Upon check in for Appellate Leave, (post-trial brig releases sentenced to BCD, DD and/or served more than 31 days in confinement after sentencing) service members should have the following records and documents in their possession:

•Service, Medical and Dental Records

•Complete separation physicals and TAP class

•Results of Trial

•Pretrial agreement (parts I and II)

•Any other documents pertinent to case (i.e., service record copies of page 6’s, 7’s and page 13’s along with any civilian court conviction documents)

•Parent command POC information (email and voicemail)

•Once discipline department confirms that member has completed physicals and TAP class, member should be sent to Legal to process for appellate leave. 

Discipline Division

All discipline residents checking into TPU must have the following:

•Orders

•Medical/Dental Orders Completed SF-2697 or 2807-1/2808

•Full Seabag

•Copy of ADSEP package

•Separation Evaluation

•Proof of completed TGPS class

•Completed ITP Checklist

•If restriction, Copy of NJP results and restriction orders 

Transfers and Assignments Divisions

When you report to the front desk, you will be required to have all your records. At the front desk we will obtain information from you including a valid recall number and will assign you a room if you do not reside out in town and are not receiving BAH. The following day you will be required to muster in uniform and within grooming standards and will attend our Indoctrination class, which will explain your duties and our rules in further depth. While you are here, our mission is to move you to your ultimate place of duty as quickly as possible!

Transfers Division

Responsible for Central Processing Center, Flights and Travel, Transient Support Services and Officer Processing Work centers.  Transfers Division is overall in charge of the check-in and out-processing of transient Sailors and Officers for Further Transfer (FFT), their pay, entitlements, leave, and personnel record updates.

Assignments Division

  • Responsible for the daily mustering and assigning of work to transient personnel destined for further transfer (FFT).  Transient personnel checking in are assigned duties after attending Indoctrination the next business day.  These assignments could include duty driver, Quarterdeck messenger of the watch (MOOW), working parties or barracks clean up.   

  • Ensures personnel on work assignments are aware of official appointments. 

  • Ensures all transient personal, medical, legal, and pay problems reported at daily muster are forwarded and conveyed to appropriate staff in order to ensure issues are resolved prior to transient personnel reporting to their next command. 

  • Gaining Commands can request to have their transient sailors sent TAD or to schools during their stay. TAD authorization will only be accepted from the Sailor’s ultimate duty station and must be coordinated with TPU Staff.  Prior approved TAD orders must be reassessed by the Sailor’s ultimate duty station before being approved by TPU. 

  • Monitors the status of FFT personnel and reports unusual or concerning circumstances to Transfers Division to reduce delays in processing. Sailors that arrive with previously approved surgery requests will need to ensure the request reassessed authorized by their ultimate duty station before being approved by TPU.
