Gifts to the Navy/Naval Support Activity Monterey/Naval Postgraduate School

 

Gift Offers:

Only the President is authorized to accept gifts on behalf of NPS or the Department of the Navy. NSAM or NPS employees shall not accept or otherwise make official use of donated funds or equipment without prior approval of the President. If an NSAM or NPS employee receives an offer of a gift to NSAM or NPS, they shall immediately forward the offer to the President via their respective Line Manager, the Staff Judge Advocate, and the Executive Assistant in accordance with NPSINST 4001.1F.

Acceptance Criteria:

It is the Department of the Navy's policy to decline any gift which, at some future time, might embarrass the Department of the Navy by reason of favors expected as a result of the gift or by creating the appearance of a relationship in which favors are granted, or which might result in unwarranted publicity for the donor at the expense of the department. The offer of a gift will normally be declined if acceptance would appear to be an endorsement of the donor, its product, or services.

Gifts From Outside Sources:

An employee is prohibited from soliciting or accepting any gift from a prohibited source or given because of the employee's official position unless the item is excluded from the definition of a gift or falls within one of the exceptions set forth in Department of Defense Directive 5500.7-R.

Gifts Between Employees

An employee is prohibited from giving to, or soliciting contributions for a gift to an official superior and from accepting a gift from an employee receiving less than him or herself, unless the item is excluded from the definition of a gift or falls within the exceptions set forth in Department of Defense Directive 5500.7-R.
