NBPL Miramar Fuel Pipeline and Relocation Project

The U.S. Navy has prepared a Draft Environmental Assessment (EA) to evaluate the potential environmental impacts associated with the realignment of two segments of the Navy’s existing Miramar fuel pipeline in the Clairemont Mesa area of San Diego, California

 

About the Miramar Pipeline Encroachment Project

The Miramar Pipeline is a Navy-owned and operated fuel pipeline extending approximately 17 miles between Naval Base Point Loma and Marine Corps Air Station Miramar. The pipeline was built in 1954 and provides fuel for ships and aircraft. The Miramar Pipeline is critical for supporting the Navy’s and Marine Corps’ fueling needs and operational mission. For more detailed project information, please see the EA Fact Sheet Booklet HERE. 

 

Project Action

The U.S. Navy is proposing to relocate two segments of the Navy’s Miramar fuel pipeline from the current alignment in Clairemont Mesa to an adjacent City of San Diego right-of-way. The purpose of the proposed action is to maintain the pipeline between Naval Base Point Loma and Marine Corps Air Station Miramar in a safe operational condition. The proposed action is needed to provide unencumbered access to the pipeline for regular inspection, routine maintenance, and emergency response. Non-Navy development has encroached upon the Navy easement. These encroachments diminish the Navy's ability to access the pipeline for maintenance and meet operational and mission requirements.

Environmental Review Process

In accordance with the National Environmental Policy Act (NEPA), the Navy assessed whether realigning segments of the pipeline would have significant environmental impacts. The Navy invites you to review the Draft EA and welcomes your substantive comments on the accuracy and adequacy of the environmental impact analysis.  

 

Public Commenting Opportunity

The Draft EA is available for public review. The Navy invites you to review the Draft EA and welcomes your substantive comments on the accuracy and adequacy of the environmental analysis. Comments must be postmarked or received by May 11, 2022, for consideration in the Final EA.
