Naval Air Facility El Centro Access Control
 
Visitors without DOD issued identity credentials who wish to enter Naval Air Facility El Centro (NAFEC) are required to obtain access approval through the installation Visitor Control Center (VCC) before they may enter the installation. The NAFEC VCC is responsible for receiving, processing, and approving visitor access applications; confirming applicant identity and collecting visitor biometric data; and issuing installation visitor Defense Biometric Identity System (DBIDS) access passes and cards.
 
Visitors, such as official and personal guests, veterans, Navy Gold Star family members, DOD Civil Service retirees, transportation service company drivers, contractors, vendors, job applicants, and attendees at special events, should contact the NAFEC VCC to confirm application process and requirements prior to submitting an installation access application.
 
All visitors without a DOD issued identity credential, Veterans Administration issued Veteran’s Identity Card, Navy Gold Star Survivor Card (GSS Card), or documentary confirmation of DOD Civil Service retired status will require a sponsor who works or lives at NAF El Centro.
 
Transportation service company drivers, e.g., Uber, Lyft, etc., do not require a sponsor, but must be able to verify their affiliation with the transportation service company. Attendees at special events should coordinate their installation access application with the event organizer or sponsor.
 
Sponsors are responsible for confirming the acceptable purpose of their sponsored visitor(s). Active, National Guard, and Reserve military personnel; DOD civilian employees with a CAC; and retired military personnel and family members over eighteen with a DOD issued USID are authorized to sponsor visitors in accordance with applicable installation regulations and guidance. Sponsors must reside or work at NAF El Centro. Residents in privatized housing without a DOD issued identity credential may also sponsor visitors, but only to the housing area.
 
Visitors are required to complete, sign, and submit the SECNAV Form 5512/1 through their sponsor as part of the application process. SECNAV Form 5512/1 may be submitted by the sponsor in person at the VCC or by email. Visitors may instead pre-enroll by visiting the DBIDS Pre-enrollment website, in which case, the applicant’s sponsor will provide by email to the VCC the applicant’s visit details and purpose for visiting NAF El Centro. All applications must be submitted to the VCC no less than fifteen working days prior to the requested visit.
 
Visitors must also present to the staff at the VCC a US or state government issued REAL ID compliant identity credential, or a combination of acceptable source identity documents, prior to issuance of an installation access DBIDS pass or card.
 
Foreign national visitors must present their national passport and confirmation of their authorized presence in the United States prior to issuance of an installation access DBIDS pass or card.
