Prospective Gain Questionnaire

Executive Department

TPU's Executive Department primarily encompasses Administrative, Legal, Command and Career Counseling, and Support Divisions.  They are responsible for the daily operations of TPU’s Front Office, staff and occasionally transient support.  Administratively, they supervise and direct all administrative matters for the command and ensure accuracy and timeliness of all awards, TAD orders, Command tickler, FITREPS/EVALUATIONS, and Command correspondence.  As a department, they provide services for over 3,800 officer and enlisted transients annually processing in and out of the Navy, as well as over 100 staff members. 

Legal Division

TPU's Legal Department annually processes thousands of military justice matters such as Non-judicial Punishments, Summary and Special Courts-martial, Article 32 Investigations, and Administrative Separations and Boards for fleet and overseas units. The Legal Department tracks all post-trial matters for Navy region Southwest for service members who were sentenced to punitive discharges by sending out monthly tracer messages to parent commands reminding them to complete their Convening Authority Actions. After this action is completed, the members can be placed in the appropriate appellate leave status. Additionally, upon a member returning to military control via apprehension or surrender, the Legal Department prepares a message informing NACIC and the parent command so that the member can either be processed for administrative separation or returned to the parent command for disciplinary action.

Upon check in for Administrative Separation, service members should have the following records and documents in their possession:

•BUPERS orders for separation
•Service, Medical and Dental Records
•Copy of Administrative separation package and/or discharge authority
•Parent command should ensure that separation physicals and TAP class are taken care of
•Close out evaluation to anticipated EAOS
•Any other documents pertinent to case (i.e., service record copies of page 6’s, 7’s and page 13’s along with any civilian court conviction documents)
•Parent command POC information (email and voicemail) 

Upon check in for Appellate Leave, (post-trial brig releases sentenced to BCD, DD and/or served more than 31 days in confinement after sentencing) service members should have the following records and documents in their possession:

•Service, Medical and Dental Records
•Complete separation physicals and TAP class
•Results of Trial
•Pretrial agreement (parts I and II)
•Any other documents pertinent to case (i.e., service record copies of page 6’s, 7’s and page 13’s along with any civilian court conviction documents)
•Parent command POC information (email and voicemail)
•Once discipline department confirms that member has completed physicals and TAP class, member should be sent to Legal to process for appellate leave.

All discipline residents checking into TPU must have the following:
•Orders
•Medical/Dental Orders Completed SF-2697 or 2807-1/2808
•Full Seabag
•Copy of ADSEP package
•Separation Evaluation
•Proof of completed TGPS class

Central Processing Center Division

When you report to the front desk, you will be required to have all your records. At the front desk we will obtain information from you including a valid recall number and will assign you a room if you do not reside out in town and are not receiving BAH. The following business day you will be required to muster in uniform and within grooming standards and will attend our Indoctrination class, which will explain your duties and our rules in further depth. Assignments Division
 

  • Responsible for the daily mustering and assigning of work to transient personnel destined for further transfer (FFT).  Transient personnel checking in are assigned duties after attending Indoctrination the next business day.  These assignments could include duty driver, Quarterdeck messenger of the watch (MOOW), working parties or barracks clean up.   

  • Ensures personnel on work assignments are aware of official appointments. 

  • Ensures all transient personal, medical, legal, and pay problems reported at daily muster are forwarded and conveyed to appropriate staff in order to ensure issues are resolved prior to transient personnel reporting to their next command. 

  • Gaining Commands can request to have their transient sailors sent TAD or to schools during their stay. TAD authorization will only be accepted from the Sailor’s ultimate duty station and must be coordinated with TPU Staff.  Prior approved TAD orders must be reassessed by the Sailor’s ultimate duty station before being approved by TPU. 

  • Monitors the status of FFT personnel and reports unusual or concerning circumstances to reduce delays in processing. Sailors that arrive with previously approved surgery requests will need to ensure the request reassessed authorized by their ultimate duty station before being approved by TPU.

What does NRSW TPU do?

 NRSW TPU processes over 4,000 transient Sailors annually. We are responsible for the efficient and timely processing of transient Sailors who fall into many categories: Sailors PCSing from a deployed or underway San Diego Fleet Unit or from OCONUS commands and Sailors pending retirement or separation.  In addition to processing Sailors, TPU manages and operates a transient barrack, 24 hours a day. 

What services does TPU offer?

 TPU offers a variety of services for afloat and OCONUS commands. In General, a transient Sailor has a variety of resources available. These include, but are not limited to: indoctrination, messing/billeting, accountability, administrative features, career counseling, DAPA, training, work assignments/watches, TGPS classes, and physicals. 

I am supposed to report to my ship, and it is underway/deployed. Where am I supposed to go?

 Sailors with PCS orders to commands homeported in the San Diego area that are deployed or underway should report to Brunton Hall (Building 3142) at Naval Base, San Diego, CA. Ensure that you have the original copy of your orders. Save all travel receipts, as you will fill out a travel claim when you get to your ultimate destination.

I am reporting to TPU to be separated from Active Duty in 3 weeks. What should I do with my uniforms?

 Bring them with you to TPU. All personnel on Active Duty are required to have a full seabag at all times. Do not dispose of your uniforms prior to reporting to TPU! You are still in the Navy up to, and including, the actual date of your separation. While staying at TPU, you will still be required to muster and work a full workday. Those individuals reporting without uniforms will be required to purchase new uniforms for use during their assignment to TPU. 

How do I get mail while staying at TPU?

 Mail is received on a daily basis. A list of personnel who have received mail is posted daily at the Brunton Hall. 

Will I get COMRATS/BAH while I'm attached to TPU?

 If you are entitled to receive COMRATS/BAH, you will most likely be entitled at TPU as well.Just as you are required to restart these entitlements when you are gained to a new command, you will be required to restart them once you are gained at TPU.  BAH is not automatically approved. Members must meet all requirements to receive it.  Single sailors not currently receiving BAH will, most likely, not be entitled to BAH while assigned to TPU.  For those who are separating/retiring at TPU San Diego under an approved separation request (TPU San Diego is not their authorized place of separation), they will be entitled to and receive the BAH/entitlements associated with their authorized place of separation.  A Sailor coming from Norfolk and elected to retire out of TPU San Diego will receive Norfolk BAH and is not entitled to San Diego BAH. 

What is DL?

 DL is the acronym for Discipline Department Legal Hold Division. All personnel pending disciplinary action or under investigation are placed in this division. 

Will TPU pay for my taxi ride from the airport?

 No. However, you are entitled to claim taxi fare on your PCS travel claim. Once you get to your permanent duty station, you can file a claim for reimbursement. Check with the USO for more information. 

Where is TPU located?

 TPU is located in Brunton Hall Building 3142 on the "dry side" of Naval Base San Diego. The east wing of Brunton Hall houses the executive suite, legal offices, the CMC, and the CCC. The west wing houses the Disciplinary Department and barracks. The building is located directly opposite of the Naval Base Galley. 

What will I be doing during my stay at TPU?

 You will be assigned to one of 38 workcenters throughout NRSW based on your paygrade and physical limitations. Some of the larger workcenters are with TPU itself and Naval Base. You will be assigned a working assignment according to Command priorities. 

Can Commissioned Officers check into TPU?

Yes.  Officers check into the north end of Building 3142, first deck with the Officer Processing Office.  However, officers are typically not berthed at TPU.  They must contact the NGIS, Navy Lodge or make their own lodging reservations off base. 

What duties do Officers perform while at TPU?

 Officers can perform any number of duties.  Most commonly, they may be asked to serve on administrative boards and court-martials.  Additionally, they may serve area commands as action officers or special project coordinators. 

How do I request to Separate/Retire at TPU San Diego?

TPU does require a request to separate message to process separation in San Diego via message traffic.  Request to separates received via email will not be entertained.  Please see Request to Home of Selection Message Template for example message.  Upon receipt, TPU will respond within 10 business days.

When you arrive, you should report to TPU administrative office (open from 0700 - 1600 Monday - Friday) located on the east wing, Brunton Hall, Building 3142. Report in Service Dress Uniform and bring PT gear and NWUs for further check in processing.  If you arrive after normal working hours or on the weekend, report to TPU Command Duty Officer (CDO).   The TPU Quarterdeck is clearly marked at the south end of Building 3142. TPU Duties
TPU processes over 4,000 transient Sailors annually and manages the barracks that house them.  We are a 24/7 operation. There are many types of duties you can be assigned to.  Once you check aboard, your background will be assessed along with command requirements to find you the best job.  We also have a proactive assignment rotation policy; so, throughout your tour you will most likely get to assume several different positions.

Welcome to the TPU. We are located in Bldg 3142, Brunton Hall, San Diego Naval Base, 32nd Street, "Dryside". We are open 24 hours a day, 7 days a week and have an outstanding staff to take care of you while you are in a transient status.

The Front Desk will get information from you including a valid recall number and a copy of your military orders.  Orders must be endorsed to account for time spent at TPU.  If you do not reside out in town, a room will be assigned.  The following working day you will be required to be within grooming standards and in the Uniform of the Day, Navy Working Uniform, to attend command indoctrination class, which will explain your duties and responsibilities while attached to TPU.

If submitting a leave chit, it will be routed through TPU's chain of command for approval regardless of prior approved leave.

Our mission is to move you to your ultimate place of duty as quickly as possible!

You will be assigned to a workcenter or a TAD assignment for gainful employment while attached to TPU. Work assignments range from various activities within TPU to the Regional Commander's Building in downtown San Diego.

San Diego has trolley access outside the "Wet" and "Dry" sides of the base for those of you who do not have a vehicle. We want you to enjoy your stay while at TPU, wherever your destination may be.
