Visitor Control
The Visitor Control Center (VCC) is located outside of the Main Gate at Building 4180. VCC is responsible for the issuance of DBIDS, Contractor and Special Events access cards and fingerprints that provide all base access. Due to the constant change in requirements and paperwork, it would be best to contact the Visitor Control Center directly.

Access
Sponsorship allows approved individuals affiliated with the DoD to take responsibility for verifying and authorizing an applicant’s need for access to an installation. The following personnel may be sponsors:
- Active Duty, Guard and Reserve personnel, CAC holders (to include GS and Contractor CAC holders), and family members 18 years of age and older are authorized to sponsor individuals onto an installation.
- Residents in privatized housing can sponsor individuals to visit the area they live in, but this privilege is only for their specific housing area.
- Contractors/Workers: A contractor/worker is someone not affiliated with the Government or Navy hired to do a specific job on the installation. Job applicants, non-credential vendors/service providers, Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner credential (MMC).
For unescorted access to the installation all visitors, contractors or workers are required to complete the DBIDS pre-enrollment (
https://dbids-global-enroll.dmdc.mil/preenrollui/#/landing-page) or
SECNAV Form 5512/1 with assistance from their sponsor (person or organization who invited the guest). These procedures are effective for all sponsored visitors, special events request, job applicants, vendors/service providers not enrolled in the Defense Biometric Identification System (DBIDS), Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner Credential (MMC), civilian retiree card holders prior to PSD re-issuance of expired credentials, veteran’s affair card holders and Gold star family members.
Sponsors must reach out to
nasf_n34passandid@us.navy.mil or call VCC at the numbers listed above for step by step directions for access. VCC will not accept any request from visitors. The request process must by initiated by the sponsor in person or via email. Expect a response within 24 business hours from VCC. Emails received on Friday after 1200 will receive a reply on the following Monday.
Defense Biometric Identification System (DBIDS)
DBIDS is the DoD’s current system for access control verification and management. DBIDS cards are issued to all personnel who currently do not have an authorized credential for access and require unescorted access to our installations. EXAMPLES: Contractors, Volunteers, Trusted Agents and Rideshare.
DBIDS Pre-Registration for Special Events
Base access for special events (to include weddings, retirements, changes of command, etc.) please contact the NASF Access Team with sponsor name, event date, time and location.
Base Access Guidelines for Veterans (without DoD credentials)
Base Access for Veterans with VHIC:
Veterans with a VA issued Veteran Health ID card (VHIC), which is registered in our system, are allowed access to NAS Fallon to shop at the Navy Exchange and Commissary, and to use MWR facilities. Veterans have to register their VHIC at our Visitor Control Center (VCC), located at 4755 Pasture Road, Building 4180. Once the veteran’s registration has been updated in our system, they will be able to access the Navy Exchange complex and MWR facilities without a DoD credentialed escort. This process is typically same day but veterans can email the VCC for a status at nasf_n34passandid@us.navy.mil if there is a delay in processing.
Base Access for Veterans without a VHIC:
Veterans who are NOT eligible for a VHIC but are service connected, must provide a letter to the VCC from the VA indicating eligibility. Once the veteran’s registration has been updated in our system, they will be able to access the Navy Exchange complex and MWR facilities without a DoD credentialed escort. This process is typically same day but veterans can email the VCC for a status at nasf_n34passandid@us.navy.mil if there is a delay in processing.
Base Access for Caregivers:
All caregivers of qualified veterans must provide appropriate documentation to register for base access to shop for their veteran. Caregivers can call or email the VCC for more information on what is required at 775-426-2399 or nasf_n34passandid@us.navy.mil.
Base Access for Guests of Veterans/Caregivers:
According to DoD physical security regulations, veterans/caregivers are not able to escort guests onto the base without their guests registering for a visitor pass at the VCC. The temporary pass is only good to access the base when the guest is accompanying the veteran/caregiver. The guest must remain with the veteran/caregiver at all times while on the installation. Access is limited to the Navy Exchange Complex. Caregivers can call or email the VCC for more information on what is required at 775-426-2399 or nasf_n34passandid@us.navy.mil.

Rideshare
Credentialed Rideshare drivers are currently authorized access and serve NAS Fallon. Rideshare inquiries should be sent to nasf_n34passandid@us.navy.mil or call 775-426-2399.
Waivers
Personnel denied base access due to an unfavorable background check may request a waiver. Please allow a minimum of 28 days to process per package. Check your status nasf_n34passandid@us.navy.mil.
