Acting Secretary of the Navy Thomas B. Modly signed the Navy Old Town Campus Revitalization Agreement with San Diego Association of Governments (SANDAG) Board Member and San Diego Mayor Kevin Faulconer, and SANDAG Chief Executive Officer Hasan Ikhrata, in Washington D.C., Jan. 23.
“The return of great power competition demands that we invest in cutting edge cyber capabilities to stay ahead, and San Diego provides the right access to talent and technology to accelerate the adoption of new concepts. This project will help defend our nation and fuel the partnership and investment that has always made San Diego a great Navy community.” said Modly.

The Navy has activated a new website to share information about ongoing plans to revitalize 70.5 acres of Navy-owned property at their Old Town Campus (OTC) to support the development of modern, state-of-the-art facilities for the Naval Information Warfare Systems Command (NAVWAR). Update 2019-09-19
The Navy and SANDAG signed an agreement that marks a commitment by the Navy at the highest levels to support the ongoing collaboration and cooperation between the Navy and SANDAG as we all work together to try to revitalize the Naval Base Point Loma (NBPL) Old Town Campus (OTC), and both potentially build facilities that meet the Navy’s mission critical needs and support the San Diego region’s wider development goals.
“San Diego is a city of innovation and exploration that matches the work ethic of every Sailor and Marine at sea. With this Agreement, we are taking our long partnership a step further, moving forward on a plan that will better protect our nation and invest in the community,” said Secretary of the Navy Richard V. Spencer.
The new agreement commits all levels of the Navy to ongoing community engagement, as appropriate, as this revitalization effort moves forward. The Navy continues to work throughout the country to modernize our installations and facilities to meet the needs of 21st century naval warfare.
This agreement serves as a framework for discussions between the Navy and SANDAG as we work together to evaluate potential options for NBPL OTC. The Navy and SANDAG agree that redevelopment of the site to provide mission capable facilities for Naval Information Warfare Systems Command, Naval Information Warfare Center Pacific, and other tenant commands is the primary goal of this agreement. We are continuing on a path that will allow us potentially to provide new, modern facilities to meet the Navy’s critical information warfare needs while providing robust support for the communities so many of our Sailors call home.

Update 2019-07-10
Navy Region Southwest (NRSW) and the San Diego Association of Governments (SANDAG) have signed a Memorandum of Understanding (MOU) to allow collaboration and exploration of possible options for redevelopment of the Naval Base Point Loma (NBPL) Old Town Campus (OTC).
This MOU establishes a framework for discussions between the Navy and SANDAG, but does not commit either organization to a course of action. The ability to work more closely moving forward allows the Navy to better understand SANDAG's goals and vision, and how they might be incorporated into the Navy’s redevelopment efforts. The MOU also requires both organizations to cooperate in preparation of federal, state and local environmental documentation.
The Navy remains dedicated to creating a more modern, efficient workspace on the OTC property to better meet the mission requirements of Naval Information Warfare Systems Command (NAVWAR) and the other tenants on the property, while working closely with SANDAG and other entities, as appropriate, to foster robust community engagement for this project.

Update 2019-03-19
Naval Base Point Loma (NBPL) Old Town Campus (OTC) Request for Interest (RFI) Responses: As of 13 Mar 19, 12 entities submitted responses to the RFI, five (four developers plus SANDAG) of which contributed substantive market input. In general, respondents had experience with this size project, envisioned new construction for SPAWAR, required the ability for dense mixed use development, and needed the Navy's specific space requirements. In addition, some respondents indicated a desire for a long-term lease, ranging from 65 to 99 years in length. SANDAG conceived a combined RFP for SPAWAR redevelopment, transit center, and commercial development with the possibility of public funds due to the transit component. They highlighted their need to present a proposal for Airport Terminal 1 by June 2019, which gives the Navy a milestone to determine the feasibility of a partnered solution.

This communique is in regard to the Naval Base Point Loma Old Town Complex (OTC) Industry Forum and Request for Interest
The Department of the Navy (DoN) held an Industry Forum, 5 Nov 2018 and extended the opportunity for the Industry to submit questions about the OTC revitalization effort related to the Request for Interest (RFI) posted on Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FedBizOpps). The DoN appreciates the level of interest demonstrated by the Industry to date, and the volume of questions received. The questions that were submitted by Industry and the DoN's corresponding responses have been posted to NECO and FedBizOpps, links are below. Duplicate questions were received pertaining to a multitude of subjects including, but not limited to, DoN real estate authorities 10 U.S.C 2667 and 2869, National Environmental Policy Act (NEPA), zoning and DoN requirements. Questions addressing the same subject matter were combined where necessary and responded to accordingly.
The Industry is encouraged to review the entire QA document, as some questions or responses have some relation to other questions or responses. Furthermore, some questions are at least partially answered within the Request for Interest (Location Profile, Facility Condition, Environmental Summary). The DoN encourages the Industry to review both the RFI and Amendment currently on NECO and FBO. Some questions request specific information that is not currently available or not intended for release.
As noted in RFI Section I, the RFI is a market research tool to determine potential business sources for the DoN's information and planning purposes. The purpose of the RFI is to evaluate the current market; it is not a Request for Proposal (RFP). Should the DoN advertise a RFP, that document will include detailed requirements with respect to space, location, design standards, parking, anticipated leasing terms and other specifics. The Navy Seeks Industry Input on Redevelopment of San Diego Base
Navy Old Town Redevelopment Industry Forum
SAN DIEGO, Calif. - Congresswoman Susan Davis (CA-53) and Congressman Scott Peters (CA-52) were amongst the many community leaders that came out Monday to endorse the Navy's vision to redevelop a portion of a San Diego Navy Base.
The Navy hosted an "Industry Forum" aboard Naval Base Point Loma Old Town Campus (NBPL OTC) to allow industry leaders to hear about the redevelopment project, tour the location and review opportunities to redevelop the 70.5-acre site in exchange for new government facilities.
208 personnel attended the Industry Day representing 96 real estate, architecture, capital investment, construction and engineering companies.
In September 2018, the U.S. Navy issued a "Request for Interest" (RFI) on Federal Business Opportunities to solicit valuable industry input. Monday was industry and the public's first opportunity to hear the details of the Request for Information and see the team of united supporters including Congressional Representatives, Navy Leadership and the City of San Diego.
Rear Adm. Boris Becker, the Commander, Space and Naval Warfare Systems Command (SPAWAR), discussed the importance of his commands highly technical mission and the difficult challenges his workforce faces completing that mission in a World War II aircraft manufacturing plant.
Rear Adm. Yancy Lindsey, the Commander Navy Region South West, discussed the Navy's willingness to consider all types of Industry concepts to help the Navy achieve its goals to redevelop the facilities. From long term leases to outright land swaps the Navy is anxious to hear what industry and the local community would propose.
Parts of the SPAWAR facility date back to World War II. The cavernous warehouses were used to manufacture bombers. Rear Adm. Lindsey concedes the Navy’s high-tech hub has to be rebuilt.
The City of San Diego Planning Department added their support with a briefing on the new City Council approved Midway-Pacific Highway Community Plan. The City emphasized how it had worked with the Navy and sees this new development as an "anchor store" and catalyst for the complimentary Midway-Pacific Highway Community Plan.
Industry Questions or requests for clarification are due November 26th. Industry responses and ideas are due to the Navy on January 18th.
