Command and Staff is a core business area that covers a range of functions central to effective operations. The Command and Staff core business area includes human resources management, legal, administrative processes, public affairs, religious programs and business and financial management sub-functions. These sub-functions are further rolled up into four main functional areas: Command, Resource Management and Military Personnel Services.
Many of Commander, Navy Installations Command (CNIC) special assistants fall under the Command and Staff core business area, including: Inspector General, Office of General Counsel, Force Judge Advocate General, Public Affairs Office, Chaplain and Comptroller. Special Assistants operate in a dual-capacity; operating both as program directors, managing internal and regional affairs within the given specialty, while also maintaining a direct reporting relationship to the Commanding Officer. Other program areas that fall under Command and Staff include Manpower Management, Human Resources and Military Personnel Services.
