Final Environmental Assessment and Finding of No Significant Impact
The U.S. Navy prepared the Final Environmental Assessment (EA) for Encroachments along Miramar Pipeline at Naval Base Point Loma (August 2022) to evaluate the potential environmental impacts associated with the realignment of two segments of the Navy’s existing Miramar fuel pipeline in the Clairemont Mesa area of San Diego, California. The purpose of the Proposed Action is to maintain the pipeline between Naval Base Point Loma and Marine Corps Air Station Miramar in safe operational condition to have unencumbered access to the pipeline for regular inspection, routine maintenance, and emergency response.
Based on the analysis presented in the EA, the Navy has determined that implementation of its Preferred Alternative, Alternative 4 (Encroachment at High Tech High [Option 2] and Encroachment at Cannington Drive [Option 2] (map link HERE) would not significantly impact the quality of the human or natural environment or generate significant controversy within the Clairemont Mesa community of San Diego in the areas of the two encroachments. As a result, an Environmental Impact Statement will not be prepared. A Finding of No Significant Impact was signed on November 3, 2022.
The completion of the EA follows years of research, analysis, and public involvement. The Navy held an EA public scoping meeting on March 18, 2019. A virtual public meeting in April 2022 was held to provide information about the Draft EA and obtain public input. Comments received during the public comment periods were considered in the Final EA.
Proposed Action
The Proposed Action would construct up to 3,400 feet of buried pipeline to address two major encroachments within the Navy easement at High Tech High School and the Cannington Drive area. The existing pipeline would need to remain in service while the new pipeline is being constructed. Once the new pipe segments are operational, the existing segments that are no longer needed would be cleaned and closed in place.
