Naval Base San Diego is homeport to the Pacific Fleet Surface Navy with 60 U.S. Navy ships and two auxiliary vessels including USNS Mercy (TAH - 19). The base often hosts visiting surface ships from foreign Navies, other U.S. homeports and the Coast Guard. Naval Base San Diego is also home to more than 200 tenant commands, each having specific and specialized fleet support purposes.
The base is comprised of over 1,600 land acres and 326 acres of water along the San Diego Bay and is divided into the wet-side, dry-side and the Fleet and Family Complex. Other areas of responsibility include Commander, Navy Region Southwest and Naval Facilities Engineering Command Southwest headquarters, Naval Medical Center San Diego and Admiral Baker Golf Course.

During some emergencies, it may become necessary to “Lockdown” a building on an installation to protect lives and minimize the exposure to danger.

What is the difference between "Lockdown" and "Shelter-in-Place?" A Lockdown, like Shelter-in-Place, is a temporary sheltering technique to limit exposure to threat, usually an Anti-Terrorism Force Protection incident such as an Active Shooter Incident. It is immediate movement or removal of all personnel from the outside to inside structures. When alerted, occupants of any building within the subject area will silence all phones and devices, lock all access, windows, doors, etc., to prevent entry or exit to anyone until the “all-clear” has sounded. A Lockdown can last a few minutes or several hours, depending on the severity of the situation.
