The Installation Program Director (IPD) is responsible for the administration and technical supervision of all on-site military and civilian employees in the program and acts as the liaison between the Port Operations Region Program Director (RPD) and the Naval Base Commanding Officer. The regional Administrative and Oil Spill Recovery headquarters for Port Operations is located on NBSD.
Additionally the IPD:
- Coordinates and supports customers to ensure readiness and needs are met for Port Operations’ concerns.
- Maintains a Facility Response Team (FRT) providing the necessary equipment and personnel to meet regional Oil Spill Response (OSR) requirements.
- Continues to provide direction and supervision to Port Operations personnel as the representative of the Regional Program Director and the Installation Commanding Officer.
- Port Operations is located at 3315 Buchanan Street, Building 150, Naval Base San Diego, CA.
Liquid Cargo and Facility Response Team
Liquid Cargo provides all ship booming and barge fueling services. Liquid Cargo has the only Facility Response Team (FRT) on NBSD that provides immediate oil spill response and recovery. A 24-hour watch ensures quick response, day or night.

Piers Division
Piers Divisions has approving authority for pier laydowns, conducts weekly pier inspections, provides pallet pickup and disposal, and coordinates all pier evolutions to include flight operations.
