Customers are served on a first come, first served basis.

The Pass and Decal office is responsible for authenticating individual's identity, vetting and determining their fitness prior to authorizing access to the installation.

BASE ACCESS

The requirement for base access for all non-affiliated, unescorted workers/guests is to complete and submit SECNAV Form 5512/1 via their sponsor. This policy is effective for all events, to include one-time events such as weddings, retirement ceremonies, PAO functions, changes of command, special events, job applicants, and for vendors/service providers not enrolled in the Defense Biometric Identification System (DBIDS), Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner Credential (MMC), and Civilian Retiree Card Holders prior to PSD re-issuance of expired credentials.

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

DBIDS is the DoD’s current system for access control verification and management.  DBIDS cards are issued to all personnel who currently do not have an authorized credential for access and require unescorted access to our installations.  EXAMPLES: Contractors, Volunteers, Trusted Agents and Rideshare.

SPONSORSHIP

Sponsorship allows approved individuals affiliated with the DoD to take responsibility for verifying and authorizing an applicant’s need for access to an installation.  The following personnel may sponsor personnel:

  • Active Duty, Guard and Reserve personnel on official orders, CAC holders (to include Contractor CAC holders), and family members 18 years of age and older are authorized to sponsor individuals onto an installation.
  • Privatized housing residents with locally issued NACVMS credentials are authorized to sponsor individuals onto the installation they are affiliated with/assigned to, but sponsorship privileges should be limited to their particular housing area only.
  • Installation bank and credit union employees with locally issued NACVMS credentials are authorized to sponsor bank/credit union affiliated individuals for the purposes of conducting bank or credit union business.
  • Temporarily Assigned Personnel.  Active Duty, Guard and Reserve personnel on official orders, and CAC holders on official TDY orders to an installation are authorized to sponsor individuals onto that installation only for the duration of their TDY/Active Duty orders.


TRUSTED TRAVELER PROGRAM (TTP)

TTP allows for uniformed service members or DoD employees with a valid CAC, retired uniformed service members or adult family members with a valid DoD identification credential to vouch for occupants in their immediate vehicle and two vehicles they are not occupying.  Trusted Travelers are entirely responsible for the actions of their guests and for meeting local security requirements.  COs shall suspend TTP at FPCONs Charlie and Delta or when needed.  TTP is not authorized for contractors, volunteers, or family care providers. This privilege is not automatically reciprocated at all installation.

WAIVERS

Personnel denied base access due to an unfavorable background check may request a waiver.  Waiver packages are available at the Pass & ID office.  Please allow a minimum of 28 days to process er package.
