DBIDS - SPECIAL EVENTSNMCSD - RIDESHARE  - SPONSORSHIP - STATUS - TRUSTED TRAVELER - VETERANS - VCC - WAIVERS
 

The requirement for base access for all non-affiliated, unescorted workers/guests is to complete and submit SECNAV Form 5512/1 via their sponsor.  The SECNAV form should be saved to a computer before trying to add personal information. This policy is effective for all events, to include one-time events such as weddings, retirement ceremonies, PAO functions, changes of command, special events, job applicants, and for vendors/service providers not enrolled in the Defense Biometric Identification System (DBIDS), Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner Credential (MMC), and Civilian Retiree Card Holders prior to PSD re-issuance of expired credentials.

SPONSORSHIP

Sponsorship allows approved individuals affiliated with the DoD to take responsibility for verifying and authorizing an applicant’s need for access to an installation.  The following personnel may sponsor personnel:

  • Active Duty, Guard and Reserve personnel on official orders, CAC holders (to include Contractor CAC holders), and family members 18 years of age and older are authorized to sponsor individuals onto an installation.

  • Privatized housing residents with locally issued NACVMS credentials are authorized to sponsor individuals onto the installation they are affiliated with/assigned to, but sponsorship privileges should be limited to their particular housing area only.

  • Installation bank and credit union employees with locally issued NACVMS credentials are authorized to sponsor bank/credit union affiliated individuals for the purposes of conducting bank or credit union business.

  • Temporarily Assigned Personnel.  Active Duty, Guard and Reserve personnel on official orders, and CAC holders on official TDY orders to an installation are authorized to sponsor individuals onto that installation only for the duration of their TDY/Active Duty orders.

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)
DBIDS is the DoD’s current system for access control verification and management.  DBIDS cards are issued to all personnel who currently do not have an authorized credential for access and require unescorted access to our installations.  EXAMPLES: Contractors, Volunteers, Trusted Agents and Rideshare.

BASE ACCESS GUIDELINES FOR VETERANS (without DoD credentials)
Base Access for Veterans with VHIC:
Veterans with a VA issued Veteran Health ID card (VHIC), which is registered in our system, are allowed access to Naval Base San Diego to shop at the Navy Exchange and Commissary, and to use MWR category C facilities. Veterans have to register their VHIC at our Visitor Control Center (VCC), located at 3101 Harbor Dr., San Diego, CA 92136.  Once the veteran’s registration has been updated in our system, they will be able to access the Navy Exchange complex and MWR category C facilities without a DoD credentialed escort.  This process takes about two weeks and veterans can email the VCC in advance for a status at NBSDVCC_STATUS@US.NAVY.MIL
Base Access for Veterans without a VHIC
Veterans who are NOT eligible for a VHIC but are service connected, must provide a letter to the VCC from the VA indicating eligibility.  Once the veteran’s registration has been updated in our system, they will be able to access the Navy Exchange complex and MWR category C facilities without a DoD credentialed escort. This process takes about two weeks and veterans can email the VCC in advance for a status at NBSDVCC_STATUS@US.NAVY.MIL
Base Access for Caregivers:
All caregivers of qualified veterans must provide appropriate documentation to register for base access to shop for their veteran. Caregivers can call or email the VCC for more information on what is required at 619-556-1653 or NBSDVCC_STATUS@US.NAVY.MIL.  
Base Access for Guests of Veterans/Caregivers:
According to DoD physical security regulations, veterans/caregivers are not able to escort guests onto the base without their guests registering for a visitor pass at the VCC. The temporary pass is only good to access the base when the guest is accompanying the veteran/caregiver.  The guest must remain with the veteran/caregiver at all times while on the installation. Access is limited to the Navy Exchange Complex.

BASE ACCESS FOR PATIENT VISITORS TO NAVAL MEDICAL CENTER SAN DIEGO
To facilitate base access for patient visitors without appropriate DoD credentials to access Naval Medical Center San Diego (NMCSD), the Navy requires vetting via the Naval Base San Diego Visitor Control Center (known as NBSD VCC or Pass and ID) located at 3101 Harbor Dr., San Diego, CA.  Vetting can be conducted same day at the NBSD VCC to provide the visitor a temporary pass for unescorted access to NMCSD only. Visitors requiring after hours immediate access to visit a critical patient can request on-site vetting at NMCSD but these requests are considered on a case by case basis.  For more information please contact the NBSD VCC at 619-556-1653 or email NBSDVCC_STATUS@US.NAVY.MIL

TRUSTED TRAVELER PROGRAM (TTP)
TTP allows for uniformed service members or DoD employees with a valid CAC, retired uniformed service members or adult family members with a valid DoD identification credential to vouch for occupants in their immediate vehicle and two vehicles they are not occupying.  Trusted Travelers are entirely responsible for the actions of their guests and for meeting local security requirements.  COs shall suspend TTP at FPCONs Charlie and Delta or when needed.  TTP is not authorized for contractors, volunteers, or familycare providers. This privilege is not automatically reciprocated at all installation. 

Personnel denied base access due to an unfavorable background check may request a waiver.  Waiver packages are available at the Pass & ID office.  Please allow a minimum of 28 days to process per package.


RIDESHARE
Credentialed Rideshare drivers are currently authorized access to the San Diego METRO area installations and are able to serve Naval Base San Diego, Naval Medical Center San Diego, Naval Base Point Loma, and other Navy and Marine Corps installations in San Diego. Rideshare inquiries should be sent to CNRSW_HQ_PARKING@us.navy.mil or call 619-705-6789.

METRO Expedited Process:
Download and fill out the SECNAV 5512-1 form. 
Form is available online by searching “SECNAV 5512/1”. 
Drivers should email the completed form to CNRSW_HQ_PARKING@us.navy.mil or call 619-705-6789.
Once form receipt is acknowledged, you will be directed to proceed to Naval Base San Diego Pass and ID in 3 business days.

WAIVERS
Personnel denied base access due to an unfavorable background check may request a waiver.  Waiver packages are available at the Pass & ID office.  Please allow a minimum of 28 days to process per package.
