Departments

Administration
The Administration Department provides general administration services for NAF El Centro. Departmental cognizance includes administration of command central mail and file systems for general correspondence, instructions and directives; Maintenance of NAF El Centro records and reports management programs including coordination and preparation of, and response to, inspections and surveys by outside groups or agencies; Review of all outgoing command correspondence, providing guard mail distribution, and command leave log maintenance.

Information Technology
The mission of the Information Technology Installation Program Manager is to execute Department of Navy and Navy Chief Information Officer policy and programs and provide information technology support to enable the base operating support business functions of Navy regions and installations. Additional Information Technology functions include: information technology management and policy, information security/information assurance, Navy Marine Corps Internet (NMCI) management, application portfolio management, application support, application maintenance and development, information technology budgeting and base communications. Commander, Navy Installations Command Chief Information Officer's future priorities include the continuity of information technology support, establishment of information technology governance across CNIC, completion of Navy Marine Corps Internet deployment and transition to CNIC centralized application portfolio management, and application standardization.

MWR
Morale, Welfare and Recreation (MWR) covers a wide scope of operations that provide our Sailors and their families with the finest facilities, programs and activities to meet their recreational and social needs. The Single-Sailor program, Fitness, tours, motion pictures ashore and at sea, and much more encourage positive individual values, aid in recruitment and retention, and provide for the physical, cultural, and social needs of a mobile Navy.

Naval Air Facility El Centro is a remote and isolated location with an average military on board count of 230 people. This number is increased significantly with visiting detachments and training units throughout the year. The MWR Department provides services through the following activities.

NAVFAC
The Commander, Navy Installations Command (CNIC) Facility Support Program leads the Planning, Programming, Budgeting and Execution System (PPBES) for shore infrastructure. They establish policy and oversee the following programs:

Facility Sustainment, Restoration and Modernization (SRM)
Military Construction (MILCON)
Facility Support Services (Facilities Management, Facilities Services, Base Support Vehicles and Equipment, and Utilities).
We support the Warfighter by ensuring Sustainment, Restoration and Modernization and Base Operating Support funding is funneled to the most pressing, mission-critical issues.

Military Construction

The Military Construction program provides Congressional authorization and appropriation of funds that exceed local approval authority for the construction and repair of facilities at both active (MCON) and reserve (MCNR) installations. Planning & Design, Emergency Construction, Unspecified Minor Construction (UMC) projects are also funded by Military Construction.

The Facility Support Services Branch consists of the following:
FACILITY SERVICES (FX)
Janitorial, pest control, refuse collection, recycling, grounds maintenance, street sweeping, snow removal.

FACILITY MANAGEMENT (FP)
Management and Administration, Installation Plans and Engineering, Collateral Equipment, Real Estate.

TR BASE SUPPORT, VEHCILES & EQUIPMENT (BSV&E)
Management and administration, railroads, cranes, Vehicles, GSE/MHE, construction equipment.

UTILITIES (UT)
Utilities commodities: electricity, steam, potable water, salt water, compressed air, natural gas, coal, heating oil, wastewater, solid waste disposal.

ENERGY & UTILITIES
Utilities privatization, policy input, energy conservation, use and rates monitoring.

Public Affairs Office
Mission Statement:
The mission of the Naval Air Facility El Centro Public Affairs Office is to enhance the public image of NAF El Centro, manage the command's community relations program, and serve as the point of contact for all media and public inquiries.

The Public Affairs Office provides information and press releases to newspapers, TV, radio stations, and civic organizations; schedules and conducts interviews and news conferences.

Resource Management
Resource Management consists of programmatic activities that focus on business operations, resourcing, manpower and personnel support. Resource Management functions support both the installation staff and the Commanding Officer. Resource Management includes Business Management Operations, Manpower Management, Financial Management and Human Resources.
