CAPT Jerry "Frank" Ragadio

Captain Ragadio is a native of the San Francisco Bay Area. He enlisted in the US Navy in 1997 and was commissioned in 2002 through the Navy ROTC program at the University of California, Los Angeles (UCLA) with a Bachelor of Science degree in Cognitive Science. He holds an Executive Master of Business Administration degree from the Naval Postgraduate School and a Joint Professional Military Education Level I diploma from the US Naval War College. He was designated an unrestricted Naval Aviator in January 2004.
 
His sea tours include: HSL-43 “Battlecats” deploying with USS Reuben James (FFG 57) and USS Jarrett (FFG 33); twice with HSM-78 “Blue Hawks,” as Detachment Officer-in-Charge, Squadron Maintenance Officer, and Squadron Operations Officer, deploying with USS Cape St. George (CG 71), USS Ronald Reagan (CVN 76), and USS Carl Vinson (CVN 70); as Assistant Navigator for USS Theodore Roosevelt (CVN 71) where he also deployed with USS George H. W. Bush (CVN 77); and as the Assistant Chief of Staff for Operations (N3) for Carrier Strike Group ONE. In command, he led the “Blue Hawks” of HSM-78, part of Carrier Air Wing TWO (CVW-2), culminating in the squadron winning the Battle “E” Award for 2021.
 
Ashore, he served as an Instructor Pilot and MH-60R NATOPS Program Manager with the “Seahawks” of HSM-41, a Budget Programmer in “The Bullpen” within the Office of Chief of Naval Operations, Programming Division (OPNAV N80), and as the Director and Assistant Chief of Staff for Force Requirements (N8) for the Commander, Naval Air Forces (CNAF). His most recent assignment was Chief of Staff, Naval Air Force, U.S. Pacific Fleet (CNAP).
 
He is a Certified Defense Financial Manager (CDFM) and holds a Financial Management subspecialty code (3111Q). His personal military awards include the Legion of Merit, Meritorious Service Medal (two), Navy and Marine Corps Commendation Medal (four), and the Navy and Marine Corps Achievement Medal (two). He has accumulated over 2,600 total flight hours, predominantly in the SH-60B and MH-60R aircraft.
